The magazine is published by the city counsel of Rotterdam as part of their campaign "Creativity starts here." In this campaign, the city's creative economy is being stimulated and promoted. In INSPR, creative entrepreneurs give their opinion on Rotterdam as being an inspiring breeding ground.
